President and Chief Executive

Photo William E. Reay has more than 25 years of direct experience working with families and youth with serious emotional and behavioral problems, and designing and leading community-based organizations. Bill received his Master of Arts Degree in Personality and Quantitative Psychology from the University of Nebraska at Omaha, and received his Ph.D. in Psychology with a minor in Law from the University of Nebraska, Department of Psychology, College of Law, Lincoln, Nebraska. Nationally, Bill frequently collaborates with colleges and universities regarding service development and delivery, research, and evaluation. Bill holds a part-time academic appointment with Springfield College, Springfield, MA and Tampa, FL.

Internationally, through academic institutions, Bill teaches business consultants and government employees in Stockholm, Gothenburg, and Ljungkile, Sweden, and Copenhagen, Denmark. His interests include cross-cultural transportability of academic training and multi-cultural leadership and management in the European Union and Scandinavia. Bill's academic work also involves management of government executives in Trinidad and Tobago, West Indies, and various island nations of the middle and lower Caribbean.



Photo General Counsel and Treasurer

Morgan Kelly completed his Bachelor's degree in Psychology at the Johns Hopkins University, followed by his Law and Masters Degrees (Psychology) at the University of Nebraska-Lincoln's Law and Psychology Program. In addition to being Treasurer and General Counsel at OMNI, Morgan currently serves as President of the Nebraska Association of Homes and Services for Children, as faculty on the Nebraska State Bar Association's Leadership Academy, and has served for six years on the Bar Association's Legislative Committee. He is admitted to practice in Nebraska State and Federal Courts and the United States Court of Appeals for the 8th Circuit.

In addition to coordinating quality of care research with a major national managed care company, Morgan has supervised several graduate and undergraduate students in community-based, psycho-legal research from the University of Nebraska-Lincoln Law and Psychology Program, the University of Omaha’s Department of Criminal Justice, and Texas Christian University’s Department of Psychology. As well as being a Kansas City Barbeque Society Certified Barbeque Judge, he has also published articles in professional psychology journals, presented original psychological research at national conferences, and given numerous presentations on psycho-legal issues arising in community-based mental health



Director of Psychological Services

Audrey Wiener received her Ph.D. in clinical psychology from St. Louis University in 1988. Audrey provides clinical supervision for OMNI Behavioral Health's enhanced treatment group homes, home-based therapy program, and assists with clinical formulations associated with the intensive family preservation and foster care program. She has extensive experience in behavior management, cognitive-behavioral therapy, and the assessment and treatment of sexual behavior problems in children and adolescents.

Prior to joining OMNI, Dr. Wiener worked for over 11 years as a psychologist at the Juvenile Court in St. Louis, Missouri, conducting evaluations and providing therapy and crisis intervention services. Dr. Wiener also conducted forensic psychological evaluations as a Senior Psychologist at the Bellevue Hospital Forensic Clinic in Manhattan, City of New York, New York, and served as the Director of the Mental Health Forensic Services Clinic for the Nassau County Department of Mental Health in New York.



Photo Licensed Independent Clinical Social Worker

Susan Feyen received her MSW from University of Nebraska at Omaha in 1998. Susan provides clinical and programmatic supervision to the Intensive Treatment Mobility Services program in the Omaha area. She also provides technical and programmatic assistance to other OMNI programs as needed. Susan provides outpatient therapy services focusing on women’s issues.

Susan has worked in public health in Omaha, Nebraska for 18 years. Susan is active in several initiatives including promoting women’s health, advocating for services for the developmentally disabled and advancing the profession of social work. Susan is a member of the Nebraska Mental Health Licensing Board.



Chief Operating Officer

Photo Kris Hess-Tevis has worked in the mental health field for over 10 years in hospital and outpatient settings. She graduated from the University of Nebraska -Omaha in 2003 with a Master's Degree in Community Counseling. She has completed graduate coursework in Developmental Psychology in addition to her counseling degree. Kris provides clinical and programmatic supervision for both the outpatient and eating disorder programs in the Omaha area. Kris has developed and maintained several new programs at OMNI, and continues to keep informed of current policies and procedures for Medicaid and Magellan programs.

Kris is very active in the counseling profession, holding numerous offices in professional organizations, organizing conferences advocating mental health training for professions, and speaking to community members regarding eating disorders and mental health issues. Kris provides outpatient therapy services specializing in mood, behavior, and eating disorders.

Kris has also been closely involved with legislation regarding mental health licensing. She represented professional counselors in the LIMHP ad hoc group, which assisted in the organization and composition of written standards for the independent licensure of mental health practitioners for LB 271 introduced in 2007.



Director of Foster Care Services

Photo Kendal M. Osbahr has worked with youth and families who experience behavioral and emotional problems, both in group home settings and in therapeutic foster care. She earned her Bachelor's degree in sociology from the University of Nebraska of Omaha and her Master's degree in Human Services from Bellevue University. Kendal is active in the Foster Family Treatment Association in Nebraska.

Kendal was the coordinator for four group homes in the Omaha area for 12 years. Kendal developed the foster care program at OMNI 16 years ago, initially focusing on rural areas in Eastern Nebraska. The program now serves close to 200 youth and families in Nebraska. It continues to grow and expand to include many youth who have wide ranging needs in different levels of foster care.



Licensed Independent Mental Health Practitioner

Photo Melissa Koch has more than 27 years of working in the fields of developmental disabilities as well as children and family services. Melissa has been a clinical and programmatic supervisor since 2004. She supervises staff in multiple programs (Home Based, CTA and ITMS Intensive Treatment Mobility Service).

Melissa graduated from University of Nebraska-Lincoln in 1997 with a Masters Degree in Family Life Education. Since 1997 Melissa has worked in the mental health field in the Southeast service area of DHHS. Melissa's experiences include providing direct care to families within a home based setting. Melissa also has extensive experiences in providing counseling, case management, skill training, coordinating services, and resources and outside assistance for families. These services are conducted within the school, daycare, home and community environment.

Mike Green recieved his Bachelors Degree in Family and Consumer Sciences at the University Nebraska Lincoln, followed by his Masters Degree in Community Counseling at the University Nebraska Omaha. Mike has ten years experience working in the Group Home setting with troubled youth and families. He has worked with difficult youth in a variety of environments including detention centers, regional centers and psychiatric hospitals. Mike specializes in work with high risk youth with mental disabilities.
